Banned forever??? =/

So I already posted my unban appeal (search for urseller on archive and you will find it) and the answer was pay to scammed member, I went to check who he was and the "victim" has 4 posts and has been banned. I asked what I could do the answer was pay and bring proof, I don't have anyway to contact the scammed person ,cause I never really talked to it and have no mail or paypal account info, so this means I am banned forever because of something I didn't do?
