It is it as you say 'your brothers' account, then surely you can attain all of the recovery information for the account, if he gave you the account with the intent of never playing again, that should not be a problem.

 

He was 7 when he made the account. There was no reason to get info, and i dont think he even knew what it was. He could barely play the game.
