It is NOT edited... 9hp accounts came from rs classic when the new game came the accounts that were created in rs classic and still had 9 hp were transferred over to rs2 with the same skills... thus explaining the 9 hp...

EDIT= also add up all the lvls and compare to total lvl... proof enough? rest of skills are 1... they all add up to 144 just as total lvl says...
