No. They are not "blocked" websites, it simply adds a domain name type of thing to the ip that comes before it. If you were to add "204.16.247.148 www.google.com", saved it then went to google in your webbrowser it should not pop up google, but it should pop up Sythe.org. This method could be used to "block" websites, but it is not supposed to be used that way. Instead of searching for the folder, just enter the path name into run.
Who the hell uses the hosts file to block websites? It won't work at your school; I am pretty sure they use a more sophisticated method of blocking websites... You most likely won't even have write access to that file... You can use the hosts file to add your own websites as a method of getting around existing filters, but I believe that is as far as you can go.
Its a good idea, but i dont thin it will work on school computers as students will not have root access, and thus cannot edit files in the system32 folder.
Hacking into thr system32 folder is easy at my school. Its annouying to get cmd going but once I do its easy...
