Is there any software that can show my internet based stats at all times?

basically im the network admin at home and i have 4pcs all on the same network. mine is the stationary the otehr 3 are laptops that use wireless. Is there any software or any way i can at different times check who is using how much bandwith? and who is slowing down the internet the most? also any software that can show me my internet speed at all times accurately? cuz friggin speedtest.net shows me living in northern hudson bay even though im all the way down in toronto. So something must be wrong with speedtest.net but i often see myself having a slower internet than 7mb (which is what im paying for) is there software like that?

EDIT: also is there any software i can install that will show me my video card's/CPU's stats at all times? such as speed and for the vc Ram usage and also temperature. software that shows temp for CPU and Video card at all tiems would be nice. thx
