    Quite easy actually.
Every dell PC is delivered with the essential drivers in a seperate directory on, what is for you presumably C:/

There should always be a simple program that simply restores your system settings to the factory defaults.
However, if your talking about cleaning up your computer by erasing her "crap" then copy the entire dell folder, drivers and all, onto a cd/memory stick/external hard drive or any other means of storage.

However, before you do this, MAKE SURE you have an extra copy of windows and ALL your drivers 100% secured.

Then, you can simply format your C:/ drive, re-install windows, put on the dell folder, install ALL (!) the driver programs on it, and tadaa. Your computer has been cleaned, reset etc.

I had to do this myself a few times with my dell dimension 3100.

    Hope to have helped.

System Restore only reverts to prior settings, doesn't even remove/add files.

You can either Format the drive (Taking in what Mentis said) through
    Code:
Right Click 'My Computer' > Select Format > Format Drive
Or you can completely erase the HDD (Turn all the binary code back 0), use Darik's Boot & Nuke.

Then Re-install windows and you're away.

Well, among the drivers delivered by default in the dell folder i mentioned there is actually a program that resets your DRIVERS to their factory default settings.
And that only goes for the drivers dell provided, not ones you later installed.

Therefor I suggest to completely format and re-install windows if your goal is to get rid of some junk.
