Good question. I'm going to say that it's the latter.

If you take a look at my Sythe market history:

180+ accumulated vouches, several successful upgrade shops, various miscellaneous items sold (including an iPod touch), hundreds of report dealing with the market, and etc.

I actually do know my way around the market. And kiss ass.. I'm not even friends nor mere acquaintances with the majority of the upper staff enough to even be considered of such deeds. Ask them, I've maybe spoke to each a few times in my stay.
